Cycling and Walking Investment Strategy (CWIS3)

BWA responded to the government’s recent consultation on the development of the third Cycling and Walking Investment Strategy (CWIS3). This includes devolving responsibility to local government, apparently leaving the government’s role only to defining the high-level aims. The proposed aims are simply to make active travel safe, easy and accessible: that doesn’t include making it attractive! And the proposed objectives are vague and not measurable. And the objectives do not put active travel in the context of alternative transport modes and the trade-offs made in street and place design.

In summary the proposed Strategy is not a vision or recipe for transformational change.
